You want to maximize a material, the volume, while a minimal weight. I propose to reduce a block of Styrofoam to its mass. You should carefully remove enough material on the surface, to maintain a vacuum in order to give the coins. You should be able to find a piece of Styrofoam packaging, used for large ships electronics such as televisions or computers.
